Institute for Health, Law & Ethics

The Institute for Health, Law and Ethics (IHLE), a division of Franklin Pierce Law Center, is an independent, non-partisan research and policy institute that studies current New Hampshire issues involving the overlap of health care, social supports and the law. IHLE was founded in 1990. By involving practitioners, advocates, policy makers, private industry and faculty from different disciplines to work together on issues of common concern, IHLE ensures that its research will be used, and useful, in finding practical solutions to complex problems of health care delivery. The Institute's research is action oriented. It focuses on facilitating and advancing "real world" changes in New Hampshire, rather than pure academic discourse.

As a member of the University Affiliated Program Network, IHLE maintains formal relations with Dartmouth Medical School's Center of Genetics and Child Development and the University of New Hampshire's Institute on Disabilities. The three institutions collaborate on many projects, each bringing its own particular expertise to the table. Additionally, the three institutions serve as a resource to each other with respect to each institute's individual projects.

IHLE further benefits by being an arm of the Franklin Pierce Law Center. It is housed at the Law School's campus in Concord, New Hampshire. The Institute's legal expertise is essential to its ability to find workable solutions to pressing concerns. IHLE combines the legal expertise of the attorneys it employs together with a wealth of experience in health and social service policy analysis.

In addition to the faculty resources available to the Institute, it utilizes law students as research assistants. Thus, the Institute also provides students with training in health policy and thereby expands the pool of individuals capable of understanding and advancing sound health policy in New Hampshire.

For the past decade, IHLE has been combining its skills in legal and policy analysis to research the impacts of federal and state law as well as government funding sources on the integration and provision of quality health and social services to the citizens of New Hampshire.
